The challenge
Roof-mounted panels in a conservation area were initially considered harmful to the character of the street scene by the heritage officer.
With the asset underperforming and planning restrictions appearing to close off redevelopment options, the opportunity to unlock additional value seemed unlikely.
Our strategy
We prepared a heritage-led design and access statement demonstrating that the panels could be accommodated without harm to the significance of the conservation area.
To strengthen the planning case, we advised a phased application strategy:
- 1. Relocate the array to the least visible roof slope
- 2. Evidence the public benefit against limited heritage impact
During the application process, we engaged directly with the council to address emerging concerns. By presenting robust planning arguments and policy evidence, we successfully overcame objections that could otherwise have led to refusal.
The outcome
Full consent was granted without the need for an appeal, allowing installation to proceed the same season.
The approach has since been used as a precedent for neighbouring properties.
